Non-face-to-face Credit card payment business at GMO Internet Group, GMO Payment Gateway, Inc. Background and Overview

Today's non-face-to-face Credit card payment market is expanding its scope not only to the field of product sales but also to the fields of electricity, gas, and NHK broadcasting subscription fees against the backdrop of consumers' payment option needs and the government's new IT reform strategy. At the 164th ordinary session of the Diet held in Heisei 18, the Local Autonomy Law was amended to allow the collection of public fund credit cards.

Under these circumstances, as part of the reform of the Social Insurance Agency, the National Pension Law was revised at the 166th ordinary session of the Diet in Heisei 19, and credit card payment of national pension insurance premiums began in March 20. With the introduction of credit card payment, payers of National Pension Insurance premiums will be able to enjoy benefits such as "automatic and continuous payment by registering a credit card once" and "being able to accumulate points from the credit card company while paying payment fees," while at the same time it is expected to improve the payment rate of insurance premiums, which is an issue in the operation of the pension system.

The Social Insurance Agency has outsourced the work related to credit card payment in order to improve the efficiency of information management and the efficiency of related parties, and GMO-PG has been selected as a contractor for the 20th fiscal year (from August 1, 20 to March 31, 21).

The "public fund Credit card payment Service" provided by GMO-PG has been adopted by the Bureau of Waterworks of the Tokyo Metropolitan Government, as well as local municipalities such as Osaka Prefecture, Fujisawa City, Katsushika Ward, and Owase City, and credit card payment services have started and are scheduled to be started at each municipalities.

The "public fund Credit card payment Service" integrates the account update service, which performs credit card validity checking, sales billing, and card information update, and is provided as an ASP service, so it can be introduced in a short period of time. We also offer an online application function that supports 3-D Secure authentication.

Future Prospects

At present, Japan's private final consumption expenditure is about 291 trillion yen (*1), of which only about 35 trillion yen (*2) is handled by Credit card payment. The public fund market, which is a field where credit cards have not yet been introduced, is said to be 20 trillion yen ~ 50 trillion yen, and the application of this market to credit card payments is expected to lead to further expansion of the credit card market in the future, as well as improvements in the convenience of people's lives and improvement in the operational efficiency of the public sector.
